Abstract
The article is devoted to the analysis of attitudes toward the future of education in the conditions, when it is practically not considered as priorities for further socio-economic development. However, Russians do not consider education to symbols of national prestige, including taking into account the structure of the employed in the economy according to the criteria received specialty. How it is possible to formulate the concept “innovations in management”? Author considers it as “adaptation of the unknown so far sets of the methods of management which introduction will allow to reach necessary results in management something, with bigger ease, with use of smaller quantity of material and human resources”.Respectively, in relation to management of educational services we can formulate concept “innovations in management” as “the sets of methods of management adapted and introduced in educational process (probably, borrowed of other spheres of human activity) which is able to afford to achieve necessary results with application of smaller quantity of resources - material or human”. Abstract
The German political experience in formation and application of the concept of «soft power» in its foreign policy during the revolutionary events in North African countries in 2011-2013 («Arab spring») has been summarized on the basis of German and Russian print media content together with the analysis of scientific literature. The author explains the causality between this policy and several internal and external factors, its conceptual framework and components, as well as its focus on certain states and some specific spheres. The author makes a conclusion about the efficiency of the components of «soft power» in the foreign policy of Germany in its application in modern North Africa.

Article considers results of the state agrarian policy of the 1960th - the beginning of the 1980th in the Russian village. It is noted that long-term practice of nationalization of collective farms led to sharp reduction by the end of the 1970th of a share of collective farmers in the total number of workers of agriculture, finally turned them into hired workers.Migratory processes in the 1960th - the beginning of the 1980th in the central regions of Russia which led to an aggravation of a problem of a manpower in agriculture are analyzed. The author shows that process of peasants becoming rural workers in the village was promoted by the elimination policy pursued from 1960th of «unpromising villages».
