Abstract
The article examines the foreign policy of the Republic of Kazakhstan, which occupy a special place in government programs, liberalization of foreign trade, development and consolidation of foreign economic relations , to rationalize the structure of exports and imports, in order to enhance the competitiveness of domestic goods and services. Importance of having rationalization of the structure of exports and imports . Structure of imports focused on meeting consumer needs. The main feature is the same export monoorientirovannost it, which is unusual for world exports. Monoorientirovannost means that the country’s export base are a few types of exported goods, mainly fuel and raw materials. In turn, this causes a narrow list of exports, raw specialization economy and implies a high dependence on the world market prices of fuel and raw materials.

The paper studies the history of creation and application the DuPont model analysis for industrial companies. For the purpose of comparative analysis of ROE of banks the model adaptation for bank financial statements was accomplished. The adaptation was then followed by ROE analysis of two largest Russian banks during the financial crisis (VTB and Sberbank).

Abstract
In this work on a basis T-criterion and Friedman’s test 4 groups of the main problems in development of banking services in Irane:1) a human factor are revealed and considered; 2) lack of the competition in the bank sphere; 3) political factors; 4) technical obstacles. Low level of marketing of banking services in Iran is caused by above-mentioned factors among which factors 1 - oh groups have the greatest negative impact on qualification of a marketing link of managers, level of knowledge serving in the sphere of bank marketing and routine of shots. On the second place it is possible to put state intervention in deposits, monopoly of the banking market and absence of foreign banks in Iran. Political factors and technical obstacles render priorities are identical.

Abstract
The article is dedicated to the discussion of the problems of microfinance in developing countries through a detailed analysis of the history and politics of development, operation and regulation of the microfinance sector. Further the article explores the reasons for the failure of microfinance development programs based on the experience of individual countries, and provides a theoretical basis for it. The article also examines policies of microfinance institutions (MFIs), which in some cases, cause significant harm to local production instead of maintaining it. In the final part the article discusses the negative derivative effects of the microfinance application, which is still relevant in many states.

A new approach for the evaluation of innovative projects by business angels, based on the concept of building color-graphic cards with further it’s processing by neural networks is proposed in this article. The most important criteria for evaluation of innovative projects in the deal flow and due diligence stages selected. Each criterion is supposed to be evaluated by six components, giving a complete picture of the extent of its study. The criteria, as well as its components, are ranked in order of importance for a business angel. A method of processing building color-graphic cards by neural network is also proposed in this work.

Abstract
In the article one of methods of definition of specialization of municipalities of the region is stated. Coefficients of localization of the enterprises for types of economic activity for the cities and regions of the Amur region for 2009-2012 are calculated. It is shown that the structure of the enterprises of the Amur region by types of economic activity has accurately expressed raw focus, and placement of the enterprises is defined by geographical, climatic and other environment. It is defined that specialization of the Amur region is both agriculture, and industrial production.

The methodical bases of research and forecast of the level of poverty are stated in the article. The great attention is focused on the analysis of the main trends and predicting the level of poverty on the basis of time series. The author offer two predictive models of poverty level in Astrakhan region on the basis of trend analysis of time series and poverty by using the exponential smoothing - the multiplicative Holt-Winters model with a linear increase.

Conclusions of the carried-out analysis of the statistical information characterizing an intensification of use of the woods, in particular, to the most frequent reason of deforestation are published in article - to deforestation. The analysis of existing indicators allowed to characterize forest exploitation process from the point of view of its extensiveness, however, for carrying out the full analysis of a state, reforestation and forest exploitation, in particular and deforestation, the system of the indicators characterizing these processes is necessary. The article deals with the results of the analysis of Volga federal district’s regions differentiation in terms of population’s social comfort of living using the polygons. Constructed polygons represent a graphic image position of Volga federal district’s regions on the most important criteria of social comfort of living. Calculated indexes of social comfort of living in the regions of the Volga Federal District are an integral characteristic of the object under investigation. It suggests that there is a high degree of regions’ heterogeneity in terms of the integral indicator.

We discuss a new information technology for designing interactive e-tutorials in mathematics. We also present an example of such a tutorial. The technology, called “Computable Document Format” (CDF), proposed by Wolfram Research, Inc. - the developer of the well known mathematical program system “Mathematica”. The interactivity of the tutorials means that the latter contain the executable mathematical objects such as formulae, graphs of functions, etc. together with the definitions, theorems, proofs and so on. The user makes his choice of presupposed variants of mathematical objects for calculation at the moment of reading the tutorial.

One of the main problems of model-driven user interface development approach is the complexity of the development of tools that maintain this methodology at all stages of the software lifecycle. Applicability of graph theory to formalize the Web application model was analyzed. Graph theory provides a means for a formalized description of the model of interaction and ensure the provision of precise mathematical relationships between the components. A scheme for modeling Web applications was proposed.
