Abstract

Abstract
The article presents the main components of the university’s image as a tool of social partnership development. It focuses on the issues of forming a positive image of the university. The most preferable approaches to image formation are identified. It is proposed to consider the system of social partnership as a specific translator for opinions about the institution that transfers from partners and individuals, who are accepted for internal affairs of the university’s activities due to partner structures on a general public and consumer audience of high school. The author offers to improve the image of university developed of social partnership. The university’s activities for development of its brand which can be implemented by using the approaches described in the paper are considered. The article contains developed image-building mechanisms which make it possible to get bonuses for participation in the partnership structure by partners and which promote the competitiveness of the university.

The author considers a definition and general characteristics of the mobile campus allowing to ensure a combination of informal and social types of the educational activities with formal learning in a traditional educational institution (institutes of higher education). A fundamental element of the mobile campus is intelligent algorithms providing learning analyst for personalized learning experience. Also the article examines connections between the mobile campus and a learning community, a personal learning network and electronic student profile.

Abstract
The article dedicated to analysis of Russian-Israeli international business relations by using of all the arsenal of modern methods. The article investigates the possibility of using the geo-political, geo-economic and geo-cultural approaches to definition of optimal ways of relations between the two countries' development. It demonstrates that due to the historical and cultural features of the nature of relations between those two countries, geo-cultural approach is more preferable. Also, the article shows that this approach of the analysis is not often used for the analysis of relations of Russia with other countries. The geo-cultural approach of analysis had used for elaboration of suggestions of new phase of development of business relations between Russia and Israel.

Abstract
The research article is devoted to theoretical and practical aspects of the implementation of effective economic policy in the Moscow region - one of the most developed regions of Russia. Priority was given to the economic security of resources of economic activity -the carriers of social and economic potential, as well as to the emerging fiscal relations including necessity of development of a budget fund from taxes, privatization, etc. Special attention is given to the construction of the classification of threats to economic security of the Moscow area, which should form the basis of the structural analysis according to statistical terms. Abstract
The methodological bases of an assessment of the results of research, development and technological works and intangible assets are given in the article. A special attention is paid to the problems of formation of fair value of such assets for clients of financial accounting. The authors compare the methods of cost measurement of accounting entities regulated by Russian Accounting Standards (RAS) and International Financial Reporting Standards (IFRS). Peculiarities of detection and acknowledgement of impairment of intangible assets (loss of value) are considered.

The article is devoted to estimation of factors, which impact on formation of the tax debt in the regions. Description of the dynamics of the tax debt in the North Caucasus Federal District from 2009 to 2011 is given. This article is about the factors that encourage managers to use spin offs as a restructuring tool, and about the main motives of spin-off transactions. Attention is focused on the nature of spin-offs. There is a classification of the driving factors of spin-offs from the theoretical viewpoint and the degree of this question elaboration in economic literature. The example of solving this problem is replacement of devices if their specified life has been completed (preventive replacements) or if we extend the lifetime a system in addition to guarantee. The article describes two types of models. The first is a traditional multitopic inventory model with constant demand and the second is a model based on the average cost of inventory in optimizing inventory management system. The authors taking into account the time value of money in the models study three possible schemes for the payment of costs: «prenumerando» (at the time of the general batch order delivery), «postnumerando» (at the time of the general next batch order delivery) and the scheme of payment of costs in the mid-term.Maximization of the total intensity of revenue for outgoing and incoming cash flows occurring in the inventory management system that characterize the analyzed models was adopted as the criterion of optimization of inventory control strategy.

Abstract
The article presents the methodological foundations for construction stratification audit sampling for attribute-based sampling. The sampling techniques of Russian and foreign practice is studied and stratified. The role of stratification in the audit is described. Approaches to construction of the stratification are revealed on the basis of professional judgment (qualitative methods), statistical groupings (quantitative methods) and combinatory ones (complex qualitative stratifications). Grouping of accounting information for the purpose of constructing an optimal stratification and its criteria are proposed. The stratification methods are worked out and tested on the example of ABC-analysis.
