The paper for the first time discusses nine formal characteristics and certifications of the outstanding Russian scientist Anatoly Ivanovich Kitov related to the military and the first postwar years (1944–1950). Their analysis allows detecting the manifestations of the properties of the personality and character of the young combat officer, and then of a student of the military Academy, which later became the basis of his scientific achievements, but also determined the conflict with the administrative-command system.

In this paper considered hybrid neural networks for time series forecasting and methods based on fuzzy models, such as ANFIS models and we also suggest a hybrid neural network model based on modular neural networks.

Gradient boosting method with random rotations is considered, where before training each base learner random rotation is applied to the feature space. The accuracy metric of the given method is estimated for a broad range of generated problems of binary classification. In this paper we study the General patterns of models based on variational methods in various problems of optimal control of consumption: decisionmaking in the management of the household, as well as models of the economic dynamics of the Harrod–Domar and Solow. The role of optimal control in these tasks is played by the consumption function: in the first task is a function of consumption of the household, the model of Harrod–Domar is the aggregate consumption, as in the Solow model is per capita consumption. The role of the equation of when the first task is the equation of the dynamic balance between income, expenses, and accumulated savings, the model of Harrod–Domar – equation dynamic balance between income and investment, with the assumption of proportionality of investment and derivative income, as in the Solow model the role of the equation of the relationship is played by the equation of dynamic balance between the capitallabor ratio, economic productivity and per capita consumption. In all considered processes, the optimal control problem is formulated as a maximization problem of the functional expressing the integrated discounted utility of consumption under the equity equation.

The article discusses the application of process approach to financial management. The multilevel financial management methodology is described. It is based on the delegation of the financial management functions in the downstream division of the organization, process automation, transfer of financial resources between units of different levels of the hierarchical structure of the credit institution, the implementation of a financial management mechanism of the process approach, execution of business processes in the computer environment, using the strategic management of the organization by changing the coefficients, which are the parameters of decentralized control mechanism, using the construction of the «fast» financial indicators, taking into account the terms of financial resources transfer transactions and effective transformation of business processes. The article is focused on the credit institution business management through the application of process transformation to transfer funds business processes.

The paper describes a new approach to the description of organizational capital in enterprise architecture. This approach is focused on internal consistency of organizational mechanisms and their fit to the requirements of technologies in use and key employees. The description rests on Henry Mintzberg organizational design theory. The value of this description is demonstrated for the case of influence of Ministry of Education and Science policy on the organizational capital of the Russian university.

The methods of estimation of dose boundaries of economically expedient use of interventions in emergencies with radiation leaks and optimal residual radiation doses by criterion of minimum of intervention costs are considered. The solutions of these problems for such interventions as territory deactivation and temporary resettlement of residents are obtained. The validity of their application in the elimination of the consequences of the disaster at Fukushima-1 Nuclear Power Plant is evaluated.
