DEMOGRAPHIC STATISTICS
The purpose of the study is to research birth tourism issue. The article gives the socio-demographic and statistical aspects of research problems of birth inbound tourism in the Russian Federation. Following the literature analysis, the degree of study for birth tourism lags behind its actual size. Currently, the media has accumulated a significant amount of information on birth tourism in Russia, that requires processing, systematization and understanding that can and should become an independent area of study of sociologists and demographers to develop recommendations for the management of socio-demographic processes in birth tourism in our country. It is necessary to identify the problems that will inevitably arise. At present, this process is almost not regulated.
These problems are complex, it requires the joint efforts of sociologists and demographers. However, it is impossible to obtain reliable results and to develop management decisions without attention to the statistical aspect of this problem. It is necessary to create methodological support for collecting and information processing and model development of the birth tourism. At the initial stage it is necessary to identify the direction and objectives of the analysis to determine the factors in the development of this process, to develop a hierarchical system of statistical indicators, to receive the information, needed for calculating of specific indicators.
The complex research of the birth tourism issues should be based on the methodology of sociology, demography and statistics, including statistical observation, interviews with residents, structure analysis and birth tourism concentration in the country, the analysis of the dynamics, classification of factors and reasons, the grouping of regions for the development of the studied processes and, of course, the development of economic-statistical indicators.
The article reveals the problem of the significant influence of the uncontrolled spread of birth tourism on the socio-economic sphere of many countries, where there is a directed flow of women from abroad. The task is to explore the status and development of birth tourism to make sciencebased decisions for managing of this process. Birth tourism concept is defined. Birth tourism motives and social tension reasons are indicated in the countries for the temporary stay of women. Key indicators and system of indicators for the economic and statistical analysis of the birth inbound tourism are proposed.
The article shows: analysis of birth tourism prevalence in the world and in Russia, the motives and birth tourism issues, the characteristic of the birth tourism as an object of study, the content of the indicators’system and its key indicators.
The article is devoted to actual factors influencing the demographic expansion processes. The purpose of the study is to examine the characteristics and problems quantify the factors in the formation of migration flows in modern Russia. Migration has always existed, but over the past two centuries, both worldwide and in Russia, migration flows have undergone unprecedented quantitative and qualitative transformation. Migration was modified from the irregular movement of the population due to the military and religious conflicts, or in search of a new place of work, in a stable and large-scale social process. Clearly, what is required to develop special demographic and socio-economic programs, the rationale for which it is impossible to fracture the situation and improve the reproductive parameters of the Russian population at both the federal and regional levels, with no in-depth statistical analyzes. For this reason, statistical evaluation of the level and dynamics of private and integral indicators of demographic security is of great scientific and practical interest. However, unfortunately, we must note that there are still many questions about the methodology of statistical research of demographic security of the state have not reached an adequate level of scientific study, and does not fully correspond to the complexity of problems solved today. Problems of this kind is clearly holding back the pace of socio-economic development of modern Russia, and therefore urgently require the development of special programs aimed at optimizing the situation in the migratory movement of the population. It is obvious that their rationale is impossible without complex statistical studies that urgently require a systematic improvement of applied analysis algorithms associated with a comprehensive quantitative assessment of the characteristics and outcomes of territorial displacement of people.
In the study a critical assessment of the current classification of the factors, which affecting the migratory processes in Russia, has been carried out on the basis of the logical method of analysis of the subject area. With the use of quantitative methods for measuring the socio-economic processes and systems, the amount of the demographic expansion of the Russian population has been described. Using the absolute and relative quantities characterizing the change of the object in time, the direction and scale of the evolutionary processes of international demographic expansion in the Russian Federation have been identified. Based on the official data the coefficient of migration attractiveness of Russia was calculated, and the absolute and relative performance of domestic and international migration were estimated by regions.
In general, the above arguments, we believe, indicate that the improvement of the statistical methodology of the research level, factors of various aspects of the demographic expansion of the population of the Russian Federation is an important task, which is of great practical importance.
SOCIAL STATISTICS
The article reviewed the importance and necessity of sport and physical education at the present stage. The article describes the trend of health deterioration of young people as the consequence of a wrong lifestyle, alcohol, tobacco products, narcotic drugs‘use. The reasons of disregard for the healthy lifestyle and the consequences of misuse of the daily routine are presented.
The reasons of the emergence and sport development and its history, the analysis of sport nature and physical education in the modern society were also considered in this article. It is shown the necessity and importance of sports and physical education at the present stage of the society development. Some factors that prevent globalization and widespread dissemination of sport and physical culture were introduced. Possible ways of solving these problems were put forward, motivational sphere for the formation of the active position in the field of healthy lifestyle was proposed in the research.
The article examines one of the key factors that affect the quality of medical care – the timeliness of medical care. Actuality and necessity of this research emerged in the lack of attention of health authorities, of the scientific community to study, assess the level of quality of care provided to the category of the population as residents of remote, inaccessible, remote small rural settlements; population working or self-organized resting in remote places; the population which is in the short-organized holiday in difficult and remote locations and others.
The object of the research of the article is – timely provision of medical care provided by road transport. The subject of research is – mechanisms of improve of quality management organization of health care to the population. The purpose – to analyze the timeliness of provision of medical care to residents of small, remote rural communities and victims of road traffic accidents and other accidents. Present the main reasons of the shortcomings in providing timely of medical care. In article proposes measures to improve the situation.
Methodology and theoretical studies conducted by the author include:
• analyzing information and data in scientific papers, materials of congresses, conferences, seminars, and study of laws and regulations;
• determination of the impact indicator of timeliness of care provided to the population with the use of motor vehicles to measure the quality of care;
• a comprehensive analysis of the key indicators of quality of medical services – timely care;
• selection of the most significant indicators index provided by road timeliness of care and study of the conditions and forms of their manifestation, the study of their joint and individual impact on the timeliness of the quality of medical services with the ranking indicator of their impact.
Outlined a number of reasons for deficiencies in providing timely medical care investigated categories of the population, the authors propose to ensure constant timeliness of care measures.
Thus, in the article the key indicator of quality – timely provision of medical assistance to the population. Identifies and examines soindikatory providing a dominant impact on the timeliness of care. Suggestions for improvement of the quality management this indicator.
ECONOMIC STATISTICS
The article is devoted to research of innovative activity of small business in Russia by enterprises clusters depending on the number of employees.
Considerable attention is paid to the study of the dynamics and structure of the main indicators, characterizing the available resources and the results of innovative activities, that allows making a number of important conclusions from practical point of view. The analysis has shown that small enterprises, in spite of small scale of innovative activity, operate mostly on new sales channels that help them to ensure product competitiveness on local market.
At the same time, competitiveness of small enterprises on global market is significantly higher than the average level for Russia. In their innovative strategies, small businesses mostly focus on the development and modification of products or services over its imitation or total borrowing. The analysis has shown that enterprises with the number of employees from 51 to 70 are leaders to deliver new products on market among small innovative companies.
About 10% of the products of this group is new to the world market. Groups of small enterprises with 71-80 employees and up to 20 people are coming next. The share of new products for the global market, made by these enterprises is 5%, which is significantly higher than the national average. These groups of small innovative enterprises are “points of growth” on the innovation effectiveness and competitiveness of products in Russia.
The second part presents the study of regional differentiation of small business development in Russia. Multi-dimensional classification helped to divide Russian regions to homogenous groups depending on the development level of small innovative entrepreneurship. The significance of the indicators is proved by using of variance analysis (ANOVA) and calculating of F-statistics values.
About 16% of small innovative enterprises are leaders on the resources invested in innovative development, 19% of small innovative enterprises are leading in innovation performance and in the share of innovative products and services in the total volume of the shipped goods. However, approximately 64% of Russia’s regions are characterized by low indices, both resources and results of innovation activity. This is mainly rural, agricultural areas or regions. These regions have medium and large enterprises. The government should develop specific measures to improve the investment climate, innovation infrastructure, as well as institutional reforms for the development of small innovative entrepreneurship in these regions.
Improving the efficiency and effectiveness of state control is a key priority of the governance in Russia. In this connection special importance is the clear definition of the concepts and the criteria development for performance assessment and the effectiveness of state control according to the reform objectives and reflecting the final, meaningful results of its implementation for the society.
The article reviews the approaches for defining of the effectiveness and the efficiency of state control both in Russia and internationally. Based on this analysis, the article proposes comprehensive definition of the state control effectiveness, which includes preventing, damage minimization and damage reimbursing to publicly significant values. Based on these definitions evaluating criteria are proposed and approved for the example of state control in the sphere of labor relations.
The results of this evaluation show, despite the generally positive trend, the protection level of the values, protected by the law in this area is significantly inferior to the European, especially in terms of mortality on production and economic losses associated with occupational injuries.
Overall, the implementation of the methodic approach, proposed in the article would help to overcome the repressive nature of state control in Russia, change the emphasis from revealing violations to minimizing publicly significant risks in the state control areas.
There is an attempt to group main types of economic activity depending on intensity and efficiency of innovative activities on the basis of the available statistical information on dynamics of innovative activities in various industries of economy and with the use of the mathematic and statistical tool, in particular, cluster analysis tool. For this purpose, on the basis of the data, contained in the statistical report, characterizing the level of innovative activity (number of the innovation-active organizations, costs for technological innovations, amount of the shipped innovative products, etc.) the indicators, characterizing intensity and efficiency of innovative activities were calculated. They have acted as the initial information for implementation of the cluster analysis.
Further analysis results of the data, characterizing profitability of investments in various industries of economy are presented. Obviously, the activity of implementation of financial investments in various sectors of industrial production and service sector are directly connected with the profit on financial investments. On the basis of the dynamics analysis of investments’ profitability in various industries of economy for the period of 2005-2014 leaders and outsiders in this indicator are revealed. The following conclusion is made: the need to develop the forecast estimations on the indicators, characterizing profitability of financial investments on main types of economic activity.
The analysis of innovative activities in the Russian Federation (results are given in the article), is based on the official statistics data. The main source of statistical information is the report «Information about innovative activity of organization «. The data, obtained as a result of the observation, are published in the editions «Indicators of Innovative Activity» (The Ministry of Education and Science of the Russian Federation, Federal State Statistics Service (Rosstat) and Higher School of Economics) and «The Russian Statistical Year-Book» of Rosstat.
Data on a condition of the innovative sphere in Russia, and, also data on profitability of financial investments cover the industrial production (the extracting and processing productions and the enterprises on production and electric power, gas and water distribution), and also some industries of the service sector. The analysis covers the data for the period of 2005-2014. It covers the data on the innovation-active organizations, engaged in technological innovations by main types of economic and innovative activity. In total the given results, from our point of view, can become a basis for the choice of the directions of investment activity.
Development of forecasts of the main indicators of the innovative sphere shall become the perspective direction of research continuation. The received forecasts will be the basis for the cluster analysis procedure for the purpose of prospects’ determination for the development of investment activity in innovation-active sectors of economy
In conditions of increasing competition, the problems of efficiency increase of activity of the company are significantly actualized, which directly depends on efficiency of labour activity of every employee and the implemented business model of the organization. On this basis the aim of the research is to analyze existing indicators of performance evaluation of the labour activities of both the employee and the business model of the organization.
The theoretical basis of the study consists of principles of the economic theory, the works of native and foreign experts in the field of job evaluation. The information base of the research consists of economic and legal literature dealing with problems of this study, the data published in periodicals, materials of Russian scientific conferences, seminars, and Internet resources.
In this article I have used and found the application of scientific methods of data collection, methods of research and methods of assessing their credibility: quantitative, comparative, logical analysis and synthesis.
The modern business concern about the accumulation of wealth of shareholders, giving the company stability, growth and efficiency inevitably leads to necessity of creation and development of technologies aimed at improving the productivity of employees. The paper presents a comparative analysis of different approaches to assessing the labour effectiveness.
The performance of the work is the ratio of the four essential parameters that determine the measure of efficiency of persons’ activity: the quantity and quality of result of work (a service, material product or technology) in relation to spend time and cost on its production. The use of employees («performance») should be in the following way that they could achieve the planned results in the workplace. The authors have noted that to develop of technologies for the measurement of productivity it is very important to use the procedures and indicators that are integrative in nature, i.e. aimed at the simultaneous control over all parameters for performance. These parameters can be divided into three blocks: performance; professional competence; personal qualities of the employee. Key performance indicators are more often used to assess the performance of employees.
Key performance indicators are a measure of the goals. This system makes sense to use when there are specific and measurable goals, deadlines and quality requirements of the result.
The effectiveness of any company also depends on the efficiency of its business model. At the present stage the changing business environment requires a proactive adaptation of the business model of any company. The main criteria of the efficiency of the business model of any company are to preserve and increase its value with the positions of the various groups of stakeholders. In modern conditions the process of formation of competitive business model is, in fact, continuous. PDSA method as the basis can be used, assuming the continuity of the transfer to another condition and adjustment of development priorities.
ECONOMICS
The article deals with the problems and the key directions of The article deals with the problems and key directions of innovative development of the Russian industry in connection with the need to reduce the dependence of the national economy on the situation on world commodity markets, as well as to create the conditions and incentives for the introduction and modern technologies development, improving energy and environmental efficiency of the economy and productivity for the development of economic sectors and industries, producing goods with high added value for the implementation of innovative projects and in general - to upgrade the socio-economic system of the country.
The following statement is given: the development of innovative high-tech and knowledge-intensive industries must ensure import substitution products at the first stage, primarily in the militaryindustrial complex, and in the future - export-oriented competitive product.
The article analyzes the experience of innovative activity of the integrated corporate structures with the participation of the state in the following areas: the integration of the industrial and financial capital; the concentration of capital (through the merger and acquisition of enterprises, strategic alliances); diversification of forms and fields of activity; globalization of activities (creation of subsidiaries in the most attractive countries and working on promising markets); capital internationalization (through the creation of transnational companies).
On the basis of generalization of global corporate management experience in the state corporations the article analyzes key conditions and factors that determine the efficiency of the state-owned companies as a whole: a clear statement of goals and objectives of the state as the owner, whose interests go beyond the usual business purposes; fixing of these goals and objectives in the regulations, in the concepts and programs of long-term socioeconomic development of the country, in special agreements between the government and public sector enterprises, as well as in the statutes, in the policy and budgetary documents of state corporations; the creation of state corporations administration system that allows to carry out the separation of the control and management functions, to ensure coherence and consistency of the implementation of the asset management policy, the uniformity of the rules of management of state property on the basis of common rules; harmonization of interests of the state and private investors, their documentary fixation (for corporate plans, agreements between the parties, etc.) in order to limit undue state interference in the activities of state-owned companies, on the one hand, and protection from lobbying strain - on the other hand; increasing business transparency, which is the foundation of good governance; the establishment of effective operational management systems, including goal setting and planning, reporting, monitoring, control and evaluation of companies, risk management and information disclosure.
Financial analysis and assessment of the company’s activity in the market economy plays an important role as an indicator of the organization reliability and its competitiveness. For a commercial bank, a positive opinion on its financial position becomes even more important as not only the effectiveness of the bank’s operation, but also its clients interest depend on the degree of the bank’s reliability.
A comprehensive activity assessment of a commercial bank in addition to financial analysis is the analysis of risks, strengths and weaknesses of the bank and the business valuation of a commercial bank. Business valuation – topical areas of financial management, and eventually its importance will only increase.
Financial institution should be regarded not only from the view of financial statements as an entity, but also from the view of the investment attractiveness as a business unit for a comprehensive idea of its activity.
The economic activity of the banking sector is considered by the authors as an operating business unit – bank. The article considers the modern approaches to the valuation of a commercial bank, the necessity of taking into account the specifics of banking activities in the evaluation, the difficulties of assessment, typical for the financial services’ sector.
The authors note that the business valuation of a commercial bank shall apply a single method: estimate the cost of equity capital (and not the company, as it is customary in order to apply standard accounting rules), and use only cash flows that could be traced – dividends.
For the purposes of evaluating the absolute value of the bank it can be applied the model of discounted dividends, provided that only equity will play the role of capital, and cash flows, except for the dividend, can be omitted (due to the complexity of the calculation).
In comparison with non-financial enterprises, some of multipliers for comparative approach to evaluation cannot be adequately applied to banks. To assess financial institutions using the comparative method, it can be mainly used the multipliers based on the value of own capital – the ratio «price/earnings» (PE), and the ratio of «price/book value» (PBV).
The authors emphasize that the evaluation of the market value of the business or assets is needed today not only in the framework of transactions of sale and purchase or in determining of the collateral value of the object, but also to make competent strategic and management decisions.
A comprehensive analysis determines the competitiveness, reliability and attractiveness of the bank for the customer and for the investor.
Thus, after analyzing the financial situation of any bank, with a considerable degree of confidence among banks-counterparts we can choose the most attractive and ensure its reliability, a further operation and for the bank’s customers, feeling more safe in cash transferring for the management and effectiveness of services.
