In article is considered features of formation of cluster structures for increase of efficiency of economic entities and growth of investment and innovative appeal of the region. Cluster structures are described as a specialized product oriented commands, which were created for common decision making about production, nancial and organizational questions.

In proposed article the author demonstrates the enlarged importance of national state in providing conditions of stable growth of innovation economy. The article emphasizes as legal & institutional directions of the state’s activities for establishing the favourable entrepreneurial sphere, as possible measures of economic character including direct stimulating and nancing.

In the article was analyzed conditions for implementation of integrated regional innovation programs and projects at the meso level. Depending on general condition of the regional social and economic system to select the most appropriate functions to support innovative sustainability, including institutional, prognostic, regulative, design, protectionist and anti-crisis. Have been propose steps for process of adaptation of the federal strategy of innovative development in Russia until 2020, at the regional level.

This article discusses the types of organizational structures of project management and their application in project management in small and medium-sized enterprises. Among the approaches and methods to organize projects emphasizing project management as part of the existing functional structure of the enterprise. Analyzed the most relevant organizational tools of project management in small business: a network schedule; matrix distribution of administrative and management tasks of the project; schedule of the project plan; information and technological methods and models used in the process of project management; software applications for project management, used in the sphere of small business.

In the article the methodical approach to the choice of oil projects aimed to development of elds with low protability, which may get government support. The study notes that, as a rule, such projects are appropriate to implement forces of small oil business. The study presents the implementation algorithm of projects of low-margin eld’s development with the use of instruments of state support. A projects typology of low margin eld’s development is worked out. The matrix of applicability of state support depending on the classication tag of the project of low-margin eld’s development is created. Criteria of attractiveness of the oil eld’s development are dened.
