ECONOMIC STATISTICS
The study is devoted to the energy market of Sughd region of the Republic of Tajikistan. It is pointed out that a coherent energy system of the country is reflected in the improvement of the quality of life of the population, in the increase of socio-economic indexes. The current organizational and economic mechanism of the energy system of the country at the regional level is presented. A comparative analysis of the energy market and energy supply by types of alternative energy sources has been carried out. The experience of foreign and neighboring countries in the field of energy and power supply systems has been studied. As a result, the degree of energy supply of foreign countries by types of alternative energy sources is revealed. The ways of solving the problems of energy supply of the country and using the experience of some countries for further well-being of the national economy and social well-being of the population are proposed.
Purpose of the study. The purpose of this paper is to study the state of the regional energy market on the basis of studying the activities of the entire energy system of the country; studying the energy systems of foreign and neighboring countries and applying the experience of the best energy systems of the studied countries. The paper is based on a comparative analysis of statistical information on the ongoing processes in the energy sector. The task is to conduct a review study of the balance of supply and demand in the energy markets, the supply of electricity from the energy systems of neighboring countries with the use of alternative sources.
Materials and methods. The information base of the study is analytical information and statistical data on energy supply indexes. The methodological base of the study is represented by statistical methods of analyzing information, i.e. comparative analysis. Results. On the basis of the results of economic and statistical analysis of indexes by types of alternative energy sources use, effective methods of providing the national economy with electricity and rational use of climatic conditions of the country are revealed.
Conclusion. The most important industry as energy is the basis for the normal life of the population and the development of the economy of the country. The problem of energy supply of the national economy of the country in the winter period from the end of October to April of each year is in the first place and makes us think about the development of new methods of solution. Studying the experience of foreign countries, it should be noted that Kazakhstan uses alternative energy sources to the fullest extent. Climatic conditions of this country are approximately similar to climatic conditions of our country. Advantages of the country over neighboring countries is that our country is rich in hydro resources, but the problem is in the seasonal shortage and non-use of the full capacity of hydropower resources. Since the country’s electricity generation is accounted for by hydroelectric power plants, considering the economic and social condition of the country in the electricity system, it will be advisable to develop projects for the introduction of other renewable energy sources and, based on this, create an alternative for energy supply.
It is important to identify in advance, at the contracting stage, contractors who do not have sufficient economic resources to fulfill their obligations. This knowledge helps stakeholders to take additional measures to mitigate negative risks.
Purpose of the study. To develop a methodology for monitoring and evaluation of contractors by the level of compliance with the terms of fulfillment of contractual obligations (including warranty obligations).
Materials and methods. The information base of the study was the open data of the Unified Information System in the field of procurement, the State Information Resource of Accounting (Financial) Reporting. The following statistical methods were used in the study: descriptive statistics, discriminant analysis, probit regression, construction of integral indexes, typological grouping. The methodology is presented in the form of an algorithm containing the following stages of research: formation of initial data, identification of a specific indicator to be evaluated (term criterion), formation of a system of indexes to assess the level of compliance with the terms of fulfillment of contractual obligations (including warranty obligations), evaluation of the level of compliance with the terms of fulfillment of contractual obligations (including warranty obligations) (calculation of the integral index, typology of contractors, identification of new objects of observation by type of compliance with the terms of fulfillment of contractual obligations (including warranty obligations)) and development of recommendations to improve the level of compliance with the terms of fulfillment of contractual obligations.
Results. The article classifies contractors participating in public procurement under 44 (Federal law) with the type of economic activity road construction on the basis of the introduced indicator term. The methodology of monitoring and evaluation of contractors by the level of compliance with the terms of fulfillment of contractual obligations (including warranty obligations) was proposed and tested on the real population. The integral index is calculated, which makes it possible to forecast the presumed facts of fulfillment of obligations on time and in violation of the term. A typology of contractors by the level of compliance with the terms of fulfillment of contractual obligations is carried out; a probit-regression equation is constructed taking into account industry specifics to identify new objects of observation by the type of compliance with the terms of fulfillment of contractual obligations. Conclusions and proposals for improving the level of compliance with the terms of fulfillment of contractual obligations at the considered economic entities are made.
Conclusion. The considered methodology of statistical research allows monitoring and evaluation of contractors by the level of compliance with the terms of fulfillment of contractual obligations (including warranty obligations); to conduct inter-organizational comparisons both statically and dynamically; to determine the type of new objects of observation by the level of compliance with the terms of fulfillment of contractual obligations. The results of calculations can be used for benchmarking in terms of researching the organization’s own state, identifying industry leaders and competitors.
SOCIAL STATISTICS
The purpose of the study is to determine the strategic factor of saving people, influencing the economic behavior of the population and the sustainable development of the economy. In the modern concept of saving people, the goal of the state is to save, preserve and survive the population by maintaining health, eliminating poverty and unemployment based on an effective policy to enhance economic behavior. Information about people-saving serves not only as an instrument of effective public policy, but also as a way to protect the natural, physiological and socio-economic needs and the economy of a person. However, in the Russian regions, the aging process of the population is intensifying, resulting in a decrease in population, depopulation and urbanization, and there is a significant differentiation in the level of rationality of economic behavior of the population in the regions of the country. According to our hypothesis, overcoming human extinction and barriers to irrational behavior are determined by the main goal of saving the population of Russian regions through effective government policy.
The research materials and methods are official statistics data, using the index method, balance constructions, groupings and multifactorial analysis of various data.
Research results: the author concludes that the idea of peoplesaving as a strategic factor influencing the economic behavior of the population should become the main goal of public policy, contributing to improving the quality of life of people. The concept of saving people is formulated as processes of change in which the development of personality, the strengthening of current and future human capital, the exploitation of natural resources, the direction of investment, the orientation of scientific and technological progress are coordinated with each other and aimed at meeting the needs of the population. The approbation of the reflection of the factors of people-saving was carried out according to socio-economic indexes for the period 2010-2023, which made it possible to identify positive and negative impacts on the economic behavior of the population, the state’s policy of creating favorable living conditions for people.
Conclusion: the use of a statistical approach to reflecting the essence of saving people as a strategic factor will make it possible to activate the economic behavior of the population in many regions of the country by improving the efficiency of resource management. Stimulating rational behavior of the population can lead to an increase in the birth rate, a decrease in mortality, an increase in skilled migration of people, and an improvement in marriage relations. The negative impact of high inflation on the behavior of the population has been established, which artificially reduces the value of people’s labor and knowledge, the purchasing power of money, incomes and household activities. Therefore, the adoption of a new concept of saving people should become a strategic goal of public administration in the regions of the country to improve the well-being of the population.
ICT IN STATISTICS
Subject. System of relations for information support of issues of reflection of the number and severity of emergency situations for the Russian Federation as a whole and its regions.
Purposes. Creation of a special organizational and functional system of statistics on the number and economic consequences of emergencies, providing state bodies with complete, reliable, substantiated official information for the implementation of a set of measures to ensure the safety of the population and increase the stability of the economy.
Methodology. The study was carried out on the basis of the use of methods: theoretical analysis of the studied problem; integrating empirical data; determining trends based on the standard deviation method; graphical; as well as a synthesis of conclusions and proposals based on the study.
Results. The specificity of the need for statistical methods to reflect such a random process as the occurrence of emergencies and their severity for the economy is disclosed. The specifics of emergencies in Russia in 2023 are reflected, when the main burden of the number and economic consequences fell on the Southern Federal District, and in its composition on the Republic of Crimea, Sevastopol and the Rostov region. A methodology for creating trends in the number and severity of emergencies has been demonstrated, which is very important information for the strategic management of hazardous accidental processes. A set of proposals has been formulated for the creation of a unified state system of emergency statistics, designed to provide management bodies with high-quality information about emergencies.
Conclusions. It is advisable to take into account the results of the study when improving the emergency management system by the bodies of the State Commission of the Government of the Russian Federation for Emergency Situations and the Ministry of Emergency Situations of the country. The trends of the number and severity of the economic consequences of an emergency identified during the study can be used by government bodies of the country and its regions in the implementation of their socio-economic development.
STATISTICAL AND MATHEMATICAL METHODS IN ECONOMICS
Purpose of the study. The purpose of the study is to analyze the development dynamics of trade and economic relations between the Republic of Azerbaijan and the Russian Federation under sanction conditions using econometric methods. This involves constructing an econometric model of the relationship between key macroeconomic indicators such as the GDP per capita of both countries, the number of economically active populations, and the trade turnover between the two countries - within the framework of an empirical study covering the years 1992 to 2023.
Materials and methods. Econometric methods were employed to evaluate the dynamics of economic relations. The study included statistical processing of initial data, the construction of a formal regression model, Granger causality analysis, and the application of Granger-Johansen cointegration analysis. As a result, the Error Correction Model (ECM), which demonstrated statistical significance, was implemented. All calculations were conducted using the EViews 12 software. Several diagnostic tests were performed to verify the model’s correctness and the reliability of the results.
Results. The results indicate that the trade turnover between Azerbaijan and Russia is in a state of long-term equilibrium, and mutual influences are observed between economic indicators. The model has been constructed considering the effects of sanctions imposed against Russia by Western countries and the United States in 2014, as well as their intensification in 2022. The impact of factors on trade turnover has been analyzed using a newly modified baseline gravity model. The reaction of outcome variables to shocks in causal factors has been examined, and the yearly decomposition of the variance of residuals has been obtained. A statistically significant cointegration relationship has been analyzed, and the extent of deviations from the equilibrium trajectory has been determined.
Conclusion. It has been determined that the sanctions imposed in 2014 did not significantly impact trade turnover, whereas the sanctions imposed in 2022 had a positive effect. This can be explained by Russia developing new economic strategies and strengthening its cooperation with partner countries such as Azerbaijan. Considering the uncertainty of sanctions and the international economic environment, new economic strategies should be implemented to sustain trade relations between Azerbaijan and Russia. These strategies should aim to enhance long-term economic partnerships and mutual investments.
