Abstract
In article offers the hierarchical system of creation the integrated indicator of personnel capacity in the higher educationinstitution, based on value judgment ofteachers. The integrated assessment of level of personnel potential is constructedon the basis of formation of a large gradation number, characterizing such system indicators, as personnel structure, reproduction of scientific and scientific and pedagogical shots and productivity ofresearch and educational and methodical activity of personnel structure.
