Abstract
The issues of theoretical and methodological basis of Pensions Institute, such as definition, the economic content, establishing, institutional terms and factors in pension reforms of the Russian Federation, are considered. The institutional approach is analyzed as the most optimal for the assessment of a combination of factors affecting the state pension system in terms of its reform.
