ROLE OF HIGHER EDUCATION IN THE FORMATION OF NATIONAL INNOVATION SYSTEM

Abstract
The article defines the features of modern Russian national innovation system, analyzes the problems that prevent the active participation of higher education institutions to improve the innovative potential of the country. The authors proposе the mechanism of the interaction between universities, government, business and public organizations within the framework of training, research and innovation systems that can become a reference points for innovative growth of the regions of Russia.
