Статистика как живая общественная наука, отражающая человеческое развитие в условиях нестабильности
Abstract
Целью исследования является обоснование роли и значения статистики как живой общественной науки, объективно отражающая человеческое развитие в условиях нестабильности. Гипотеза данного исследования: статистика оказывает положительное влияние на человеческое развитие посредством цифровых измерителей, соответствующих международным нормам и стандартам, которые отражают взаимосвязи человека с государством, обществом и глобальной экономикой. Актуальность исследования обусловлена потребностями использования данных официальной статистики для познания истины и правды о человеческом развитии. Однако комплексные исследования проблем человеческого развития, целенаправленной деятельности населения, эффективного использования человеческого капитала не получили до настоящего времени достаточного развития в современной России. В ряде исследованиях принижается роль официальной статистики, заменой её данных различными мониторингами, устаревшими методами, сомнительными опросами по телефонам и интернету, что искажает реальную действительность, приводящих к ошибкам в управлении. В статье предпринята попытка раскрыть основные проблемы официальной статистики для повышения эффективности государственной политики посредством решения проблем человеческого развития.
Материалами и методами исследования являются теория и методология статистики, цифровые измерители человеческого развития и методы многофакторного анализа различных данных.
Результаты исследования: автором сделан вывод о том, что идея человеческого развития, зародившаяся в древности имеет актуальное значение в настоящее время. Сформулировано понятие человеческого развития как процессов изменений, в которых развитие личности, укрепление нынешнего и будущего человеческого капитала, эксплуатация природных ресурсов, направление инвестиций, ориентация научно-технического прогресса, согласованы друг с другом и направлены на повышение качества жизни населения. Апробация данных официальной статистики, отражающих человеческое развитие посредством народосбережения и эффективной политики проведена за период 1990-2023 годов. Заключение: использование статистики как общественной науки к отражению человеческого развития посредством народосбережения и эффективной политики позволило выявить проблемы, сдерживающие повышение качество жизни населения. Выявлена наименее изученная область исследования – связь человеческого развития с потребностями и поведением населения, а также потребительной стороной жизнедеятельности человека и общества. Проведенное исследование позволило сделать вывод, что повышение роли и значимости официальной статистики позволит более объективно узнать истину и правду о жизнедеятельности населения и проблемах, сдерживающих устойчивое человеческое развитие в регионах страны.
