Abstract
In article legal and social and economicaspects of quality management at innovative university are considered. The social and economic and political processes happening in Russia had and continue to haveessential impact on system of the highereducation. At the same time it should be noted that lack of regulation and supportby means of national programs of a development of education in our opinion leadsto a number of the problems demandingthe decision.
