Abstract
In the twenty first century many countriesof the world pay the closest attention towards smart technologies, as the specialdirection having exclusive value for thecurrent and perspective development ofsociety. In this regard great scientifi c and practical value the judgment, a specification and the substantial analysis of a placeand role have a smart as new step oftransformation of post-information society.
