Abstract
A serious imbalance in the development of financial relations generates the lack of integration of the financial system in General-economic system, and as a result, failure to meet its source functions mobilization and redistribution of capital for economic development. Disintegration and inconsistency of Russia's financial system have a negative impact on the modernization of the economy. Transformation of the financial system and its effectiveness is a necessary condition for the innovation economy.
