Целью работы выступает анализ развития системы образования для детей-инвалидов в России в последние годы. Работа построена на анализе реализуемых в стране программных документов в интересах инвалидов, данных статистического наблюдения в сфере образования и положения детей-инвалидов – для оценки ситуации в сфере доступности образовательных услуг для детей-инвалидов автор использовал данные официальной статистической отчетности, а так же репрезентативных обследований, проводимых Росстатом. Исследование позволяет сделать вывод, что, несмотря на реализацию принципа инклюзивного образования и реализацию мер по доступности образования для детей с инвалидностью, определенная часть детей с ограниченными возможностями здоровья остается исключенной из системы образования, что, прежде всего, объясняется их состоянием здоровья. Остается потребность в образовательных услугах так называемых коррекционных учреждений. Реформирование системы образования для детей-инвалидов требует учета потребностей лиц с различными ограничениями здоровья. Актуальной проблемой остается получение профессионального образования для детей с ограниченными возможностями здоровья. Пока крайне незначительно количество учреждений, предоставляющих возможность получить высшее образование лицам с серьезными ограничениями по здоровью.
The aim of this work is the analysis of the development of the education system for children with disabilities in Russia in recent years. The work is based on the analysis implemented in the country programme documents for persons with disabilities, the data of statistical observation in the sphere of education and situation of children with disabilities – to assess the situation in the field of accessibility of educational services for children with disabilities, the author used the data of official statistical reporting, as well as representative surveys conducted by the Rosstat (Federal State Statistics Service). The study allows to conclude that, despite the implementation of the principle of inclusive education and measures of availability of education for children with disabilities, some children with disabilities remain excluded from the education system, primarily due to their condition. There remains a need in educational services so-called correctional institutions. The reform of the education system for children with disabilities requires consideration of the needs of persons with different disabilities. The actual problem is getting the professional education for children with disabilities. There is the extremely small number of institutions that provide the opportunity for the persons with severe disabilities to receive higher education.
